Project Four 2029 is built on a single unifying premise: cannabis, whether hemp or marijuana, is a safer alternative to alcohol, and Americans deserve the legal right to choose it. This is not merely a legalization argument — it is a public health argument. Our goals will advance through engagement with 2028 presidential and congressional candidates on common sense agency directives aligned with statutory authority — building the political will and public pressure for Congress to deliver lasting reform. The question should never be 'why should cannabis be legal?' The question should be: 'why, given everything we know about the relative harms of alcohol and cannabis, does federal law reward one and punish the other? It’s time to stop wasting effort and money on lobbying Congress and focus on forcing change through legal executive action.
